Eligibility

   

Based on the student's transcript and/or teacher referral, a contact person identifies a student to be served by the PASS Program.

If the student is a migrant student, then there is no cost to the school for the student's course materials.  Each of California's regional migrant offices determines whether or not a student qualifies for migrant services.  Any student who qualifies for migrant services is eligible to be served by the PASS Program.

Non-migrant students may also enroll in The PASS Program.  There is a charge for this service. Interested parties may call the office for information at 559-265-4007

Who qualifies for migrant status?

To qualify for migrant services, a child must have moved with a parent or guardian across school district boundaries in order that the child, his parents, or guardian, might secure temporary or seasonal employment in the agricultural,  fishing, dairy, or logging industry. Most school districts employ a liaison who interviews parents of prospective migrant students.  Some migrant regions also employ a liaison.  The liaison ask questions to determine eligibility.  If a student is determined to be eligible, then a Certificate of Eligibility (COE) form is completed and sent to the local migrant regional office.  The migrant regional office reviews each form and then issues a migrant ID for each student.  This migrant ID is required to enroll in the PASS Program.  Each migrant office will typically send out a monthly report, between October - June, to each school district listing eligible migrant students.

How can one verify that a student previously qualified for migrant services?

I know a student is migrant but I don't have their correct migrant ID number.  Where can I get it?

You can call the regional migrant office and ask for someone to look up a student's migrant ID number.  You will be asked to provide the student's name and date of birth.  The regional office  will inform you of the student's correct migrant ID number. 

I have a migrant student who has previously taken PASS courses.  I recently found out his migrant status has expired.  Is it still possible for him to finish the course?

Yes, once the PASS Program enrolls a migrant student into the program and the student has taken at least one exam, he or she is allowed to finish the course. For additional courses, the regional director must make the final decision if the student is allowed to receive services.

I have a student who has never taken PASS courses before and whose migrant status has expired.  Is it possible for him to start taking PASS courses?

It may be possible.  Please have your Migrant Regional Director make that determination by referring to the U.S. Department of Education's website SEC. 1304. STATE APPLICATIONS; SERVICES, part (e)(3) - Continuation of Services , (External Link)

Continuation of Services, which states: (e) CONTINUATION OF SERVICES- Notwithstanding any other provision of this part (3)  secondary school students who were eligible for services in secondary school may continue to be served through credit accrual programs until graduation.
